1. Right click Computer > Properties 2. Advanced System Settings 3. Under Performance click Settings 4. Tick (Enable) or Untick (Disable) Animate Controls and Elements inside Windows 5. Apply

Nice try but this does not work for animated scrollbars. They are fading in and out anyway and sometimes they will be drawn after they are set invisible (evne the last animation state of a not killed animation timer).

it does not have d minimum explanation of each options. which i need most.
