3. Under Browsing History > Settings
4. Select Check for newer versions of stored pages Every time I visit the webpage.

    I made that change a week ago and IE still shows old webpages -- sometimes a day old sometimes a week old sometimes even a month old. Even hitting the refresh button at the top of the page won't always work. What is wrong

    That did not solve the problem. I made sure to close explorer and open another one to test; it did not work.

    Internet Explorer has never been as bad as version 9.
