This device is disabled. (Code 22)
The device is disabled because a user disabled it by using Device Manager. Click Enable Device. This starts the Enable Device wizard.

uninstall device and then restart to install the device.

I did this and a pop up says Windows was not able to enale this device.
In Device Manager under DVD/CDROM drives I have two devices listed HP DVD Writer 740b which is ok and enabled the other is IDE-DVD DROM6216 and it has a red X next to it and when I right click/properties it says it is disabled and click the enable button the above message comes up about windows not being able to enable it. no DVD's work when I insert them. I have tried a couple with just Images on them. I insert the dvd and the lights blink like 8 or 10 times then go out. then nothing happens.
when I use a cd with images and insert it blinks stops and then my drives come up with what is on my cd. Just doesn't happen with the dvd's.
can you please help

after click enable device device manager wasn't able to do that

Hi
Just uninstall Composite USB device from device manager (If it is not enabled and error code 22 displayed while enabling). And then scan for hardware change. It will automatically detect the USB device and install the required driver.

Same here. I have 2 Western DIgital external HDs. One says it is working properly but is not listed at all the other is "disabled" and does not respond to the "Enable" instruction in Divice Mgr. Windows Sucks

Windows disabled a USB Flash Drive after changin settings to "Optimize for Performance". Now it claims it cannot re-enable the device. Shows on "Safely Remove" from taskbar but is undetected in all other areas.
